Haryana Government has decided to give preference to Saksham Yuva

Chandigarh, July 18: True to its commitment to provide employment to youth in the state, the Haryana Government has decided to give preference to Saksham Yuva in recruitment to sanctioned posts under Outsourcing Policy Part-II.
A decision to this effect was taken in review meeting of Saksham Yuva Yojana held under the chairmanship of Chief Minister, Mr. Manohar Lal, here today.
The Chief Minister directed the senior officers of various departments to upload information of vacant posts in their respective departments’ alongwith academic qualifications and selection criteria  on Saksham Portal. Apart from this, other youth would also be able to apply for such posts. In the first phase, this decision would be implemented on Group C posts. The State Government has a target to provide employment to everyone in a transparent manner.
He directed the officers to explore possibilities of constituting outsourcing agency or society to provide employment under Outsourcing Policy Part-I. This would put an end to interference of external agencies, he added.
Mr. Manohar Lal said that the industrial organisations should be directed to provide 75 per cent employment opportunities to Saksham Yuva in industries and industrial organisations. Apart from this, he directed the officers to conduct survey of all industrial units functioning in the state to know how many employees are working in them. In future, rules should be framed in this regard so that industrial units should provide maximum employment opportunities to people of the state.
It was informed in the meeting that according to the Employment Exchange (Compulsory Notification of Vacancies) Act, 1959, all industrial units have to inform the government about vacant positions in their organisations. Efforts are being made to make this online in the state so that Saksham Yuva could also be placed at these positions. For this purpose, a website would soon be launched.
The Chief Minister said that all the applications received on website of Haryana Enterprises Promotion Board for clearances to establish new industries in the state should be informed about Saksham Portal through email so that they could provide employment to youth of the district concerned. He said that district wise counsellors should be appointed for counselling of youth registered on Saksham Portal.
It was decided in the meeting that Hartron would conduct examination of Saksham Yuva registered on the portal for jobs related to computers. Apart from this, in case of other examinations conducted by the Hartron, the candidates should be resident of Haryana. At least 50 per cent Saksham Yuva should be engaged in the survey work being conducted by different departments, he added.
It was informed that a target has been set to impart training to about 40,000 youth under Saksham Yuva-Skill Training in 2018-19, of which 4679 youth have already  been imparted training in first quarter under 36 Job Role and Sector Skill Council. In the second quarter, training would be imparted to 10,500 youth.
The Chief Minister said that training in food processing be imparted to youth under self employment scheme so that youth could set up their own ventures under agro based industry. This would promote food processing in the state, he added.
