The “ECLGS 5.0” Outreach Program, sponsored by the Ministry of Finance, Government of India, was successfully organized on 01 June 2026 at Heritage Lawn, Sector-5, Karnal by the State Level Bankers Committee (SLBC), Haryana, in its capacity as the convener bank.
The program was graced by the Chief Guest, Dr. Rahul Rahia, IAS, Additional Deputy Commissioner, Karnal. The occasion was attended with great enthusiasm by senior officials of SLBC Haryana, representatives of NCGTC, MSME, JanSamarth Portal and PSB Alliance, senior officials of various banks, representatives of industry associations, entrepreneurs, and other dignitaries.
The program provided information that the Government of India has approved the Emergency Credit Line Guarantee Scheme (ECLGS 5.0) to provide relief to MSME units and the aviation sector. Approved by the Union Cabinet under the chairmanship of Hon’ble Prime Minister Shri Narendra Modi, this scheme has been implemented with the objective of easing the financial pressure arising from current global circumstances, particularly the rise in ATF (Aviation Turbine Fuel) prices, airspace restrictions, and operational challenges.
Under the scheme, a credit guarantee cover of up to 100% for MSME units and up to 90% for non-MSME and airline sector entities will be provided by the National Credit Guarantee Trustee Company Limited (NCGTC) to Member Lending Institutions (MLIs).
Under the scheme, MSME units will be eligible for additional credit of up to 20% of their Peak Working Capital Utilisation in the fourth quarter of FY 2025-26, subject to a maximum of ₹100 crore. The guarantee cover on loans sanctioned under the scheme will be co-terminus with the loan tenure. The scheme will be applicable on loans sanctioned from the date of issuance of guidelines by NCGTC until 31 March 2027, or until total guarantees of ₹2.55 lakh crore have been issued — whichever comes earlier.
The ECLGS 5.0 scheme will prove to be particularly beneficial for the MSME sector, as it will provide eligible MSME units with simple and swift credit assistance without any additional guarantee fee. The increased availability of working capital through this scheme will help micro, small, and medium enterprises overcome current economic challenges, rising costs, and market uncertainties. Additionally, this scheme will aid in sustaining production, employment generation, and continuity of business activities, and will accelerate the industrial and economic development of the state.
Eligible units interested in availing the benefits of the scheme must apply on the *JanSamarth Portal*, providing necessary details through self-declaration in the application form, and contact their respective bank branch.
Shri Omkarnath Jha, Deputy General Manager, Punjab National Bank, State Level Bankers Committee (SLBC), Haryana, informed that this outreach program was organized by the Lead District Bank Office, Karnal, in coordination with DFS, NCGTC, SLBC, Lead Bank, and JanSamarth/PSB Alliance, with the aim of widely publicizing the ECLGS 5.0 scheme and enhancing awareness among stakeholders.
Approximately 180 entrepreneurs participated in the program and were informed that this initiative would prove to be a significant step toward financially empowering micro, small, and medium enterprises (MSMEs) and providing them with quick and easy credit support. The main objective of the program was to establish better coordination between the banking sector and the industry, and to raise awareness about various government credit schemes.
The program concluded with the conviction that this initiative will further strengthen collaboration between the banking sector and the industry, and will make a significant contribution to the sustainable development of the MSME sector.
