CHIEF JUSTICE KRISHNA MURARI LAUNCHED BOUQUET OF I.T. INITIATIVES

Chandigarh, August 19: Immediately after taking charge Mr. Justice Krishna Murari, Chief Justice, Punjab & Haryana High Court laid stress to address the grievances of the litigants, who are the major stakeholders in judicial system. To further facilitate providing services to them and ease out the problems being faced, the High Court today launched I.T. initiatives for ease of litigants and lawyers. e-Payment of High Court Services, Android based Mobile Application, Online Grievance & Feedback System, Surety Information Management System, Infrastructure Web Application, Crystal Reports Software and eNotices are some of the major I.T. initiatives recently developed under the guidance of Mr. Justice Rajesh Bindal, Chairman, Computer Committee. As these applications were developed by the officials working in High Court and District Courts, Hon’ble the Chief Justice invited the officials concerned to press the launching button of their respective I.T. projects. He appreciated their efforts and expected that more and more officials will contribute to provide IT solutions for use by the Courts, litigants and lawyers.

To follow up the steps taken pursuant to an earlier meeting held on 13th May 2018, an interactive session was held with all the District and Sessions Judges from the States of Punjab, Haryana and U.T. Chandigarh at Chandigarh Judicial Academy wherein issues pertaining to pendency of cases, ways and means for early disposal of cases, prioritizing disposal of cases relating to crime against women and children, cases under NDPS Act etc. were discussed. On this occasion, Hon’ble Mr. Justice Rajesh Bindal, Hon’ble Mr. Justice P.B. Bajanthri, Hon’ble Mr. Justice Rajbir Sehrawat, Hon’ble Mr. Justice Mahabir Singh Sindhu, Hon’ble Mr. Justice Sudhir Mittal, Advocate Generals from the States of Punjab and Haryana, DGP Punjab, DG (HQ) Haryana, DGP, UT, Chandigarh, Chief General Manager, State Bank of India, office bearers of Punjab & Haryana Bar Association etc. were also present.

In collaboration with State Bank of India and for benefits of litigants, a payment gateway was launched for online transfer of money, wherever money is required to be deposited in Court for any services, through Multi Option Payment System (MOPS). Facility will also be added for payment of other charges through internet banking debit/credit cards. Special pre-paid cards shall also be issued by the bank for payment of any charges in the High Court as well as District Courts in the States of Punjab and Haryana, such as copying, inspection etc.

An Android based Mobile Application has also been launched. Any person interested can download the same from Google play store. It will make easier for any person/litigant interested to have any information about a court case to access the same while on move (at a fast speed).

Litigant is an important stakeholder in any judicial system. It is the duty of the Court to redress his grievances and also take his suggestions to improve further. Facility through Online Grievance & Feedback System application is being provided to the litigants / general public to give their feedback and suggestions online.

To identify persons who furnish surety in criminal/civil matters on the basis of fake documents or for consideration, Surety Information Management System has been developed, which will check the fake sureties and also the persons who are repeatedly furnishing sureties in different cases.

Through Infrastructure Web Application, status of Judicial Court Complexes and Residential Houses and its progress can be monitored.

Report generation in Subordinate Courts in the States of Punjab, Haryana and Chandigarh through Case Information System 3.0, will get fillip due to introduction of Crystal Reports Software (CCR 3.0) developed by officials from District Courts. With the aforesaid module, District Judge will be able to monitor progress of cases more effectively.

With the launching of module for sending e-Notice through Saanjh Kendras in Punjab, speedy delivery of notices upto the concerned Police station level would be ensured.

Earlier the High Court had amended the Rules which enable any litigant to apply and get certified copy of any order passed by the High Court by moving an application before any of the District Courts in the States of Punjab and Haryana.
