BIS Licence Mandatory for Disposable Sanitary Wears and Baby
Diapers From 1st October 2024
The Government of India has been working in mission mode to develop a robust quality ecosystem in India. As part of this endeavour, Medical Textiles (Quality Control) Order, 2023 had been introduced by the Ministry of Textiles for critical products impacting consumer safety which includes sanitary napkins (IS5405:2019), baby diaper (IS 17509:2021) & reusable sanitary pad/ sanitary napkin/period panties (IS 17514:2021).
The QCO comes into effect from 1st October 2024. All products covered under this QCO i.e sanitary napkins, baby diaper & reusable sanitary pad/ sanitary napkin/period panties shall bear the Standard Mark under a license from the Bureau of Indian Standards in accordance with Scheme – I of Schedule – II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

By implementing the Quality Control Order, we are not only safeguarding health & well-being but also fostering trust in the products that impact our daily lives”
Low-quality sanitary products increase the risk of infections and reproductive health problems in women. The introduction of the quality control measures for these essential products mainly address these health concerns and is a proactive measure to facilitate good menstrual hygiene products for women and adolescent girls.
BIS is also conducting extensive awareness programs to educate both industries and consumers about the importance of these standards and their impact on public health. By understanding the significance of quality control, manufacturers can ensure that their products meet the required standards, while consumers can make informed decisions about the products they purchase.
