Adviser reviews the action plan for Swachh Survekshan 2022
Chandigarh, November 24:- Sh. Dharampal, IAS, Adviser to the Administrator, UT, Chandigarh today reviewed the action plan to be implemented for ensuing Swachh Survekshan-2022 in a meeting held at conference hall, UT Secretariat, Sector 9, Chandigarh.
The meeting was attended by Sh. Nitin Kumar Yadav, IAS, Home Secretary, Sh. Vijay Namdeorao Zade, IAS, Finance Secretary, Sh. Debendra Dalai, IFS, Chief Conservator of Forests, Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh, Sh. Vinay Pratap Singh, Deputy Commissioner, Chandigarh, all the Head of Departments of Chandigarh Administration and concerned officers of MCC.
During the meeting the indicators for Swachh Survekshan-2022 were discussed in detail including parameters and scheme of marking alongwith roles and responsibilities of the concerned Departments of Chandigarh Administration and Municipal Corporation.
The main issues were discussed including screens will be placed/provided by the engineering department, UT, Chandigarh at a suitable distance in all the Choes as to ensure no solid waste floating/visible in these areas besides capping the encroachments around storm water drains (Choes) if any.
The police department has been asked to ensure removal and proper disposal of condemned/unclaimed vehicles parked in the public place throughout city. Besides beautifying the bus queue shelters in city regular sanitation be ensured around these shelters.
The Adviser directed the concerned departments to maintained proper cleanliness inside the vegetable market, sector 26 and it will be ensured by reviewing periodically besides submitting progress report.
On the plastic ban, the Adviser directed to carry out intensive campaign involving all the concerned authorities i.e. Chandigarh Pollution Control Committee (CPCC), Police Department and Municipal Corporation to ensure strict enforcement of ban on unauthorized plastic items.
The other issues were discussed related to processing of collected city garbage in the form of dry waste and wet waste. The Adviser asked the Commissioner, MCC for immediate upgradation of the garbage processing plant so that the dry waste may be processed in full capacity. He also stressed upon to complete the work of providing sanitary landfill at dadumajra dumping site by 31st December, 2021.
Regarding C&D waste, the Commissioner, MCC apprised that a toll free number will be introduced shortly to lift the C&D waste from the doorsteps of the citizens and 23 locations have already been designated to collect C&D waste in segregated form i.e. wood, soil, bricks and concrete etc.
The Adviser stressed upon the involvement of citizens and Resident Welfare Associations into the Swachh Survekshan-2022 by intensifying behavioral change campaign besides conducting IEC activities. He said that non-cooperative bulk waste generator societies be penalized as per the law besides putting big sign boards outside the societies describing “Non Compliance Society”.
About the on-site wet waste processing by residents and commercial waste generators, the Adviser directed the CPCC to develop a Standard Operating Procedure (SOP) for effective solutions. He asked the concerned departments i.e. Hospitals, hotels, Jail department, social welfare department to take initiatives to reduce generation of waste under the 3R (Reduce, Reuse & Recycle) principles.
Similarly, the labour department, Chandigarh has been asked to start the process for extending benefits to all informal waste pickers identified by the Municipal Corporation Chandigarh.
In addition to that the Adviser approved that Murals and wall paintings be done in the parks of the city by depicting the message of Swachh Bharat Mission and other informative messages to create awareness among the masses.
He further directed that all the concerned HODs will hold review meetings at their level once in a week and all the matters will be reviewed by him on fortnightly.
