A workshop on Emigration Regulations was held for Chandigarh Police officials in Collaboration with the Protector of Emigrants, Chandigarh under the Ministry of External Affairs.
Chandigarh, October 4, 2024: In view of increasing number of cases of exploitation of Indian citizens by fraudulent, unregistered agencies offering fake overseas jobs, and the growing number of violations of the Emigration Act, a special training session, to enhance the capacity of law enforcement officials in tackling emigration-related violations was held at the Recruitment Training Centre (RTC), Sector 26, Chandigarh by Chandigarh Police in collaboration with the Protectorate of Emigrants, Chandigarh. The session was led by Shri Yashu Deep Singh, IFS, Protector of Emigrants, Chandigarh, who outlined the key provisions of the Emigration Act, 1983, designed to protect Indian citizens seeking employment abroad.
Officers were briefed on:
- Verifying the legitimacy of recruiting agents, visa consultant agencies conducting business of overseas employment and the importance of ensuring they are registered under the Emigration Act, 1983.
- The process for validating interview permissions granted by the Ministry of External Affairs to recruiting agents for recruiting Indian citizens for overseas jobs.
- The use of IT tools in identifying and detecting violations of emigration regulations by Visa consultant agencies.
- The utility of the www.emigrate.gov.in portal for verifying recruiting agents, checking interview permissions, and registering grievances related to overseas employment.
Advisory from Indian Embassies
During the session, reference was also made to the recent advisories issued by the Indian Embassies in Cambodia, Laos, and Myanmar, cautioning Indian citizens about fraudulent overseas job offers. These advisories have highlighted cases where Indian nationals, lured by fake promises of lucrative jobs, have fallen prey to human traffickers and criminal syndicates involved in illegal online activities, including financial scams.
The advisories urge Indian nationals to:
- Avoid engaging with unregistered or unauthorized agents.
- Verify the legitimacy of job offers and the background of prospective employers thoroughly.
- Refrain from using a tourist visa to seek employment abroad, as it violates local laws and can lead to serious legal consequences.
Indian nationals are encouraged to utilize official channels such as the eMigrate portal and consult Indian embassies for assistance before accepting overseas employment offers. The Embassy of India, Phnom Penh has specifically alerted job seekers about the rising number of cases where Indian citizens were coerced into illegal activities after being lured by fake job offers.
