Chandigarh born Canadian citizen filed PIL in Supreme Court
 If black money is to be stopped, then the registration of the agreement to sale of the property be mandatory.

Chandigarh. In India with a population of 135 crore people are still unemployed, there is poverty and there is few sources of income. The reason is black money, maximum transactions are  done with black money, due to which the revenue does not reach the government. It affects the poor people.  Canadian citizen Naresh Kaushal said. Naresh Kaushal was born in Chandigarh and is a Canadian citizen. He has filed a Public Interest Litigation (PIL) in the Supreme Court to control black money. The petition will be heard in the Supreme Court next week.
In the PIL, he has demanded from the Supreme Court that if an agreement to sale is made between two parties for the purchase and sale of property anywhere in the country, then the registration of that document should be mandatory. Till now, it is not necessary to register the agreement to sale in many states of our country. The effect of this is that the property is bought and sold at some other amount and the registry is made on some other amount. People get the property registered at a lower rate to save on the cost of stamp duty, whereas the agreement to sale is for a higher amount. Due to this not only the government loses lakhs in terms of revenue  but also disputes increase in the courts. That is why he has  demanded that it should be necessary to register the agreement to sale for every sale and purchase of property.
People did not get financial help in lockdown…
NRI Naresh Kaushal said that in the lockdown, the Canadian government gave 2 thousand dollars per month to its citizens. But Indian Government  did not give any financial help to the citizens. It is not the fault of the government, but of its Citizen . If people themselves avoid paying tax, then how will the government provide help to them. Therefore, he has demanded that every transaction of more than one lakh rupees should not be made in cash. Naresh Kaushal is of the opinion that if India wants to become a prosperous nation, then the citizens themselves should pay taxes honestly, so that the government can get enough revenue and public welfare and development  be possible in comparison to other countries of the world.
NRI gave these suggestions
1) Under Article 32 of the Constitution of India, the registration of agreement to sale i.e. earnest money is mandatory.
2) Cash transaction of more than one lakh rupees should be treated as illegal
3) All properties should be digitalised and linked with PAN card
4) Except small farmers, big farmers and farm houses should be brought under the purview of income tax.
5) Under the one-time help of small and indebted farmers, all private loans should be repaid by the government and that amount should be considered as interest free loan from the farmer, which has to be returned only after selling the land.
6) Plastic money should be promoted, cash transaction fee should be levied if more than 10,000 cash withdrawals
7) The payment cycle of credit and debit cards should be done within 15 days and no extra charges should be taken on them
